Presentation

Corruption - a complex phenomenon, obstruct economic development and growth. The key elements in the prevention, control and fight against corruption are the creation of well-functioning management systems and financial controls, the necessary reforms.
Well-functioning public administration system with clear accountability framework and methods for the assessment of public expenditure is the most important element to improve transparency and ensure the stability of institutions.
As part of this training, participants will be introduced to various methods of training to combat (fighting) corruption.

 

Objectives

  • Give the theoretical knowledge and practical skills of the students on how to conduct training of fighting corruption.

    The objectives of the training:

  • 1. To introduce students to the concept and content of corruption.
    2. Bring to the participants information about the state of corruption in Kyrgyzstan and in the world (factors, threats and causes of corruption).
    3. Expand the main approaches and methods of fighting corruption.

Topics of the training:
1. The concepts and content of corruption. Of corruption in Kyrgyzstan and in the world.
2. Approaches and methods to combat (fighting) corruption.
Expected results:
1. Students will know:
• concepts, threats, factors and causes of corruption in the country;
• the state of corruption in Kyrgyzstan and international practice;
• approaches and methods to combat (fighting) corruption;
• technique (the mechanism) the preparation and conduct training on the fight against corruption.
2. Students will be able to:
• Conduct training on counter (fighting) corruption.
Duration - 2 hours, of which:
1. The concepts and content of corruption, institutional - legal framework and the state of corruption and Kyrgyzstan in the world. Approaches and methods to combat corruption - 1 hour.
2. The methodology of the sessions (training) - 1 hour.
Target group: Teachers from the KEF, students from College of Law.

1. Training on the theme "Fight against corruption" within the framework of Honor was held on Thursday, December 3 for the teachers of the Kyrgyz-European Faculty (duration 2 hours)
2. Training on the theme "Fight against corruption" under the 4.5-December College of Law on the basis of 11 classes (duration 4 hours)

Subject: The concepts and content of corruption. Approaches and methods to combat (fighting) corruption.

Session 1. The concept and content of corruption. General concept and content of corruption with international and domestic perspective.
Session 2: The state of corruption in Kyrgyzstan and in the world. Factors threat of corruption. Causes of corruption. Statistics on corruption in the country.
Session 3. Approaches and methods to counteract (fighting) corruption.


 

Approaches to counter corruption.
1. Legal:

  • International Conventions. Legislation, conceptual and strategic documents of Kyrgyzstan to combat (fighting) Corruption (Anti-corruption policy). Organizational basis. Anti-corruption expertise.
  • Management (management): Management cycle organizing activities to combat (fighting) corruption (planning).
  • Audit (internal and external).
  • Financial control and cost evaluation. Information (declaration) on revenues, expenditures, property and liabilities of material nature.

2. Psychological (human behavior): Professional ethics of human behavior (employees). Conflict of interest. The Certification Commission for compliance with the requirements of official conduct and conflict of interest.
3. Electronic: Electronic communication with the public and reports from citizens about corruption.
Methods of fighting corruption.
1. Soft methods.
2. Hard methods.
3. The experience of foreign countries in the fight against corruption.

Lecture-training for teachers from the Kyrgyz-European Faculty on "Combating Corruption"

 Young teachers from the Kyrgyz-European Faculty, participants of Honor project, Amanbaeva Chynara and Alybaeva Indira, held a lecture-training on the formation of anti-corruption culture.

During the training teachers discussed the objectives and main directions of the Strategy for Combating Corruption, the priorities of the 5-year development plan in the framework of the "fight against corruption", anti-corruption and control over the targeted use of financial resources.

Working in teams, the participants of the training learn the basics of the current legislation of fighting corruption, to focus on the requirements for service ethics and strengthen the liability for corruption offenses.

During a 2-hour training teachers considered the main provisions of the laws "On Public Service", "On Combating Corruption", "On the order of consideration of physical and legal persons", "On state procurement", the standards of anti-corruption behavior were achieved.
Training for students from College of Law on the theme "Fight against corruption".
Teachers from the Kyrgyz-European Faculty, participants of Honor project, Amanbaeva Chynara and Alybaeva Indira, conducted training on the formation of an anti-corruption culture for students of the College of Law.
Working in teams, the participants of the training learn the basics of anti-corruption behavior, heavier penalties for corruption offenses. During the 4-hour training the main provisions of the laws "On Public Service", "On Combating Corruption", "On the order of consideration of physical and legal persons", "On state procurement" the standards of anti-corruption behavior were achieved.
