Map of stakeholders

The HONOR project is focusing on the training and retraining of top and middle Kyrgyz civil servants on strategic management topics that are needed to reinforce the public management structures that are currently under a market-oriented economic system with a new style of thinking and managing. 
In this sense, the project has carried out several activities to ensure these needs are faced and aiming at training present and qualifying future civil servants, governmental structures in charge of the civil service as well as key administrations. The target the project is working with is divided into:

  • Top civil servants managers: members of the government and parliament, State Secretaries, Ministries, counsellors, directors/presidents of Agencies, regional governors, local governors, city majors.
  • Middle civil servants managers: heads of departments/services
